ABSTRACT
The rapid response of the local government community, via the Local Agenda 21 (LA21) process, to the inauguration of Agenda 21 has provided ample real-world experiences from which to identify barriers to sustainable development. Indeed, with more than 2000 local communities in countries engaged in LA21 action planning, any rigorous assessment of Agenda 21’s progress must factor the progress of related initiatives in cities and towns.
