ABSTRACT

The European Commission has in its external aid implemented only 3 relevant PV programmes i.e. the Sahel programme PRS and the Kiribati projects both from the European Development Fund and a new programme in South Africa from the EU budget. One is very far from a massive deployment strategy as proposed for instance in "Power for the World". Most donors and the EU alike put currently their emphasis in development aid on eradication of poverty. PV promotion in future has to fit into this general strategy. Eventually PV has to find its place in the CSPs (Country Strategy Papers) which the partner countries in the Third World are drafting in co-operation with the European Commission and the EU member countries.
