ABSTRACT

This program, called PAERA (Programa Aragonés de Energetización Renovable Autónoma), builds up on lessons learned and represents an evolution of PV rural electrification with a service scheme. After experiences in other regions, the user association SEBA started a new program in Aragón with the support of the Aragonese Government. It started in 1996 with a 4 year pilot phase and up to now it has electrified 8 small villages and 25 individual houses, farms and mountain huts with an installed PV-power of 60,7 kWp servicing 62 users. An implementation phase will follow to significantly reduce an estimated deficit of another 150 sites without electricity. The main innovative aspects are organisational, infrastructural and technological. In the paper we present results from our experience with the PV rural electrification scheme in the following areas: Involvement of local authorities and users in the design phase and follow-up; Technical performance of the PV-systems; Effects of user training.
