ABSTRACT

For the long-term promotion of PV, and its successful implementation, presentation and performance at schools and public buildings is considered to be essential. There have been some very promising initiatives started, on-going or completed in several European countries or regions, e.g. the "Sonne in der Schule" PV programme in Germany and the Scolar programme in the UK. These initiatives follow different approaches, have different initiators, different duration and were often limited to specific regions. The overall aim of this project is to elaborate and disseminate guidelines for a "PV in School and Public Buildings", which can be implemented in EU member states as a part of a wider consumer information campaign, in line with the proposal in the EC's White Paper on Renewable Energies. The results of the PV programmes investigated in Germany, UK, Switzerland and Italy and the activities performed which are 1) Survey of existing and completed programmes which aimed to promote and implement PV in schools and public buildings; 2) Identification of advantages and disadvantages of the different programmes, main issues and successful measures, and to define appropriate solution approaches for problems encountered; 3) Identification of financing schemes appropriate for the participating schools; 4) Development of guidelines which allow the implementation of a successful promotion and implementation campaign "PV at School" in EU member states by interested organisations and 5) A wide dissemination of the guidelines for multiple "PV in School" campaigns in EU member states This pilot action investigates "PV in schools and public buildings" programmes through-out the European Union as a means of compiling an overview of best practices.
