ABSTRACT

Winrock's Brazil REPSO approaches the deployment of photovoltaic energy systems for Brazilian remote areas contributing at regulatory issues, installed systems and increased capacity building of key actors. The straight relationship between the National Regulatory Agency for Electric Energy (ANEEL), the Ministry of Mines and Energy (MME) and Winrock has lead to contributions to the regulatory framework strengthening the PV technology and extended to all renewable energy (RE) systems. In the same environment, Winrock has also helped in the development of permission holder to exploit areas inside utilities' areas. The partnership with MME has contributed to the installation of PV systems in community service centers such as schools and health centers. In addition, Winrock has participated and contributed to the national program for rural electrification created by the Government of Brazil (GOB), and efforts was made to assure funds for PV systems for rural electrification. Besides, there is a success story of the creation of a NGO network that increased the penetration of PV technology in remote areas after capacity building and technology transfer is provided. The overall idea of Winrock's work is to keep Renewable Energy "on the table" and increase its penetration in the countryside energy development.
