ABSTRACT
New Mexico is located in the semi-arid southwestern United States. It has experienced cycles of drought over the centuries and is believed to be in the midst of a fundamental climate shift. The state is currently experiencing rapid economic growth, so that the demands placed on scarce water resources are increasing.
