ABSTRACT

The development of a solution will involve many changes, the development of new techniques, of new legislation, of an inter-sectora1 approach to transportation planning, of planners with an eclectic training which equips them to understand in detail, problems of human behavior, and how behavious patterns are facilitated or suppressed by the provision of or lack of appropriate transport. Many terms are at present being used interchangeably. The result ranges from confusion to people talking at cross purposes. People with a mobility handicap do not form a homogenous group, the variance is enormous. For any individual there may be one or more barriers which are preventing them from travelling. The mix of barriers or their relative importance will change from day to day and for different types of journey for different purposes.
