ABSTRACT

All handicapped persons who have considerable difficulties in using the conventional public transport could become entitled to use the service. The fact that STS became provided in every municipality in combination with a broader target group and an increasing number of elderly persons resulted in a fast growth in the number of people who were entitled to use the service. The over-all picture of the STS in the 1980’s is one of continued expansion in the number of users and expenditures. The basic quality of STS is that it provides subsided door-to-door trips with taxi or specially adapted vehicles. All municipalities limit the maximum length of travel by STS in one way or another. Most common is restrictions to travel in one municipality and a short distance (30-50 km) in the adjoining municipalities. The case-studies show that the development of STS seems to be affected by changed regulations.
