ABSTRACT

In 1988 Greater Manchester Passenger Transport Authority agreed a policy review which covered for expansion of provision to meet the transport needs of mobility impaired people. Greater Manchester PTA, whilst wishing to promote positive policies were clearly constrained by the limiting effects of the 1985 Transport Act. A small minority of mobility impaired people are so severely impaired that they can never hope to gain any level of independent mobility. The transport needs of mobility impaired people are vast and varied, as they are for the rest of the population; and what has clearly emerged from an assessment of market is that only a range of complementary initiatives, which in the long term will form a network of accessible public transport, will meet those needs in terms of providing the types and lengths of journeys required.
