ABSTRACT
In early 1990, Save the Children/USA, an international non-governmental organization or private voluntary organization based in the United States, received an unprecedented invitation from the Government of Vietnam to create a national community development model, with a special focus on addressing the needs of vulnerable groups placed at special risk by the economic transition to a market economy.
