ABSTRACT

Organizations engaged in delinquency work maintain sets of beliefs or assumptions which may be called operating philosophies. Conceived primarily as attributes of organization are four variables: the operating philosophy or philosophies of an organization; the general area of responsibility or jurisdiction claimed by or assigned to an organization; the extent to which the prevention and/or control of delinquency is taken as a central or peripheral task; and the degree of centralization of authority. Port City organizations responded to the demand for new measures by holding meetings and by establishing a variety of special committees to study the matter. Organizational relationships, in common with most social phenomena, are highly complex and present many facets which may be examined. Organizations engaged in delinquency work maintain sets of beliefs or assumptions which may be called operating philosophies. Interdependence between two organizations is "reciprocal" when each requires or finds to be of value services or resources of the other.
