ABSTRACT

Educational reform is an issue that is of concern to many people owing to discontent over the state of the country’s educational system. The information in regard to background, legislation, and controversies of special education practice under No Child Left Behind was presented to current and aspiring teachers at a workshop for a conference examining issues of educational reform. In light of educational reform that seeks to impose higher standards, frequent assessments, and standardized criteria for all students, educational professionals must keep the tenet of education in sight. During the 1930s, special classes emerged for children with physical disabilities; and by the 1950s, separate schools that provided facilities for the general population such as ramps, elevators, and desks emerged. Throughout the early 20th century, the educational system began to service children with some physical disabilities and those thought of as slow learners, mental hospitals remained the only viable alternative for children with severe emotional problems.
