ABSTRACT

This chapter looks at the development literature, exploring the challenges of implementing sustainable development policies in both developed and developing countries. It reviews the fragmented nonlinear nature of the policy process and elaborates on policy implementation in a multiorganizational context with no single entity in charge. The focus is on the crucial interactions of development organizations committed to various forms of social change and development leading to strong sustainable communities. The multiorganizational approach to policy implementation relies on the relationships among all the intervening organizations. The concepts of strategic management that are useful and appropriate for improving implementation performance, are briefly discussed. The chapter discusses briefly a participatory research method that recognizes the relevance of local people's expertise in the implementation of sustainable development policies. It details the human-centered development approach that many international development agencies have embraced.
