ABSTRACT

This chapter outlines the key programs, analyzes representative cases, and focuses on the next generation of e-government programs and e-governance development in Taiwan. With a leading position in various international rankings, Taiwan utilized information and communication technologies and initiated its electronic government programs as responses to the trend of government reinvention in the mid-1990s. The status quo of the computer and Internet penetration has provided a sound foundation for implementing various e-government programs since the mid-1990s. Various task forces of the Executive Yuan have been in charge of coordinating e-government policies and programs among ministries, councils, and commissions under the cabinet. Users of e-government are more deliberately identified and services customized. A large-scale online survey of public officials and citizens in Taiwan was conducted to collect and compare their opinions on the desirability, necessity, and feasibility of a list of Web site content and functions that contribute to realizing democratic values.
