ABSTRACT

This chapter focuses on existing quality systems for testing and examines the methods by which tests are judged. The subjects include the responsibilities of test users and the specific aspects of testing in various areas, such as psychological testing, educational testing, and testing of employees. The intent of the Standards is to promote the sound and ethical use of tests and to provide a basis for evaluating the equality of testing practices. Testing is increasingly taking place by computer and even over the Internet. Besides the normal criteria for developing and using tests, there are several preconditions for good-quality testing that are not usually found in standards, codes, or guidelines. As extensive as they may be, even review systems such as European Federation of Psychologists’ Associations and Commission of the Netherlands Institute of Psychologist are not always complete — for example, because they are geared toward psychological testing and not educational or staff testing.
