ABSTRACT

Why do some states adopt seemingly coercive measures to achieve particular policy goals while others rely on voluntary compliance? How signifi cant is a particular regional policy initiative? Do parties in government matter in terms of policy outputs and outcomes? These are the type of questions that are at the heart of comparative public policy research. Comparison, arguably the oldest social science activity in the world, has allowed for the generation of many accounts seeking to explain particular policy developments. Generalizations from comparatively informed research has established the following particular conventional wisdoms:

• The past two decades have been decades of neoliberalism, with the United Kingdom (UK) at the forefront. The widespread adoption of economic and social policy reforms is said to have led to a “regulatory state” (Majone 1997; Moran 2003). One example that is said to be representative of this period of sustained policy change in Britain has been the regulatory reform of the British railways.
