ABSTRACT

In light of the numerous significant political and economic issues, one would expect public administration to experience a variety of issues. The importance of public administration derives from its crucial role in the governing of a society. The scope and nature of public administration is defined in light of the assumptions behind the models. Although fewer innovations in public administration occurred in the 1890s, the decade was critical to the general development of American thought and culture. Reformers encouraged the development of university programs to educate public administration professionals. The work of the Social Science Research Council, the Public Administration Clearing House, and the Advisory Committee on Public Administration formed the core of public administration. Political scientists found it increasingly difficult to accept a separate training role for public administration. A crucial element of the new politico-administrative system was management because science enables administrators to be rational.
