ABSTRACT

This chapter begins with a brief overview of the evolution of the first public administration educational programs in the United States. It looks at how various areas of study or of academic inquiry have sought to stake a claim in public administration, and as a corollary, its pedagogical orientation. The chapter focuses on public administration education at the master’s, as opposed to doctoral, level. Public administration education in the United States began in large part as a reaction to corruption, fraud, and moral perversions in government service. A large part of the Training School for Public Service was transferred to the Maxwell School, and graduate work required courses not only in public administration, but in all the social sciences. The physical location of public administration programs within university settings tells something about pedagogical approach. The training and background of those teaching public administration will certainly influence the approach to pedagogy.
