ABSTRACT

This chapter focuses on a metaphor, and adds to the substance of a contribution to an earlier edition of the work. To begin highlighting the key metaphor, six trends/topics in the development of the organizational sciences (OS) encompass any analysis, and the sextet may be considered as an analogue of the heads in the underlying metaphors, birds moving against the background of the growing cornfield that represents OS. Alternative models for organizing that extend far beyond the bureaucratic and divisional structures also hold major promise for moving OS in public administration beyond the present stuckness. Another useful OS approach for special emphasis essentially replaces the vertical preoccupation of the bureaucratic model with a horizontal orientation to structuring work. The heightening of differentiation by the bureaucratic model wrong-headedly impedes the higher degree of required integration. The basic departments in a bureaucratic model, oppositely, tend to fragment such loyalties and responsibilities.
