ABSTRACT

This chapter reviews outcomes observed in the cases in which National Oceanic and Atmospheric Administration, Fisheries Office for Law Enforcement and the Washington State Department of Fish(WDFW) and Wildlife, Enforcement Program attempted to implement the Resource-Oriented Enforcement(ROE) approach—the Methow Valley and the Walla Walla River Basin in eastern Washington. The Strategic Plan prepared by WDFW for Fiscal Years 1999-2004 included two sections in direct response to the Governor's Salmon Strategy Framework: the ROE Program and ESA. The OLE hosted an Endangered Species Act (ESA) enforcement workshop in the state capital in September of 1998. That workshop promoted networking among policy and enforcement staff, biologists, and outreach specialists in the formulation of a coast-wide enforcement strategy for the protection of ESA-listed anadromous fish. In January 1999, the WDFW Enforcement Program began evaluating the issue of compliance with state fish screening laws within the Washington portion of the basin.
