ABSTRACT
Before understanding what a tax revolt is and what may create conditions for one, most people blame high taxes. Yet, there have been no tax revolts in Canada despite high Canadian provincial tax levels. High taxes have not had the revolt-provoking effect that we attribute to them in the United States.
