ABSTRACT

Every year, around 1,200,000 people die and around 50,000,000 are injured or disabled in road traffic collisions worldwide (Peden et al, 2004). Scottish Executive statistics in 2000 showed that thirty-five percent of motor vehicle offences recorded by the police in Scotland were speeding offences, that speeding offences made up the largest single category of motor vehicle offences in Scotland and that they were increasing. However, the UK Department for the Environment, Transport and the Regions (DETR) (2000) reported that many do not perceive breaking the speed limit as a criminal act.
