ABSTRACT

The chapter focuses on change processes and observes actors beyond Central American borders that provide a direct or indirect influence on regional organizations’ changes. Considering Central America as a case study, I observe a lack of consideration on the strategy and nature of diffusion from the EU despite the intense and long-lasting relations that exist between the two regional blocs. I present elements for comparative analysis of the conditions under which diffusion operates in the Central American context and develop an analysis of the EU’s diffusion strategy at a regional level.
