ABSTRACT

Climate change, population growth, rapid urbanization, and mismanagement of supplies are challenging states’ ability to meet growing demands for water across the world. Approximately 25 percent of the world’s population lives under physical water scarcity (World Bank 2016, 1). Hundreds of millions in China, India and throughout the Middle East, especially in Gaza, Somalia, and Yemen, are already experiencing water scarcity.
