ABSTRACT
This chapter examines the philosophy and effectiveness of two different approaches to preserving endangered species. The regulatory approach favored by environmental advocates is most effective when conserving species threatened by habitat destruction and is more consistent with the concerns of animal ethicists. The property rights approach favored by some social scientists can be more effective when dealing with commons problems but often undermines animal well-being.
