ABSTRACT
When Hurricane Otto landed in Panama, Costa Rica and Nicaragua on Thursday, 24 November 2016, 15,000 people were displaced. Costa Rican authorities evacuated 5,500 people from the Caribbean communities in the north of the country, while in Nicaragua more than 10,000 people were evacuated from the southern coastal communities. More than 150 Nicaraguans crossed the border with Costa Rica to seek humanitarian protection and assistance in the face of Otto’s approach. The two governments coordinated humanitarian relief along the border and the affected population received food, shelter and medical assistance.
