ABSTRACT

Chapter 5 introduces the concept of capacity building within the context of the two principal Olympic domains of sport and education. Different approaches to capacity building are considered and Zinke’s (2006) framework is examined in detail. The chapter then conceptualises Olympic legacy as capacity building and examines its conceptual and practical advantages. It argues that capacity is a much more robust concept than legacy as it concerns individuals and particular organisations as opposed to much broader sport, economic or cultural legacies left after the Games.
