ABSTRACT
Emergency planning requires a great deal of collaboration. This chapter takes the reader through the steps need to form a collaborative, cohesive team. The team may consist of people from elected and appointed officials to the most recently hired staff member. It must be totally inclusive vs. exclusive. Collaboration is the cornerstone for this process to function effectively.
