ABSTRACT

This chapter assesses the Korean government's performance monitoring system, specifically referred to as the Review and Analysis System (RAS), as it is operated at the central government level. It describes the system's components and the organizational and legal arrangements necessary for the RAS, both essential elements and important factors for accounting for its successful operation. To begin with, the organizations involved in administering the health care system and the background of the monitoring activities will be described to give readers information on how the health care system is managed and how the RAS is operated in Korea. Adoption of RAS as a performance-monitoring device in the Korean government dates back to 1962, when the then military government began to introduce techniques of military administration into its administration. The chapter examines the three components namely, Data Component, Analytical Component and Action Component, of the Korean government's performance monitoring system.
