ABSTRACT

This chapter focuses on the ways that citizens participate in evaluating policies/programs and on the effects of citizen participation on both the operation of the evaluation system and its outcomes. The Kim Administration brought about major changes in several aspects of evaluation activities performed in the government. The Korean government made a very significant change to its evaluation system in 1998 by providing citizens with an opportunity to play an important role in the evaluation process. Evaluations are performed jointly by both citizen and government evaluators. The approach to evaluation is another area that has been affected by citizen participation. Citizen evaluators usually are more concerned with methodological soundness and the persuasiveness of evaluation results. Citizen participation precipitated open debate among the interested public about the utility of the evaluation activities performed within the government.
