ABSTRACT
This is a (slightly adapted) transcript of a talk Kanan Makiya gave last year before Iraqi politicians finally managed to form a government months after the national election in March of 2010. Makiya contrasts the relative progress made by Iraq’s victims-become-citizens with the dithering (and worse) of the country’s political class.
