ABSTRACT

James A. Pechman is the Director of Economic Studies at the Brookings Institution. In 1966–67 he was the Irving Fisher Research Professor of Economics, Yale University. He is the author of several works on social security and income maintenance including Social Security: Perspectives for Reform (1968) and “Is a Negative Income Tax Practical?” (see head note for Chapter 9). The proposal in this compendium is amied at reducing the tax burden of the poor and closing the loopholes in the present tax structure. It separately discusses negative income taxes as a means to reform welfare and reduce poverty.
