ABSTRACT
The Operations Evaluation Department’s (OED) 2003 Annual Review of Development Effectiveness (ARDE) (World Bank 2004) examines the effectiveness of Bank support for developing country policy reform. We selected this topic because policy reform objectives underlie almost everything the Bank does and increasingly also the programs of other donors.
