ABSTRACT
One common theme that seems to come across in all three presentations-and maybe either the panelists or the audience would like to bring these up in the floor discussion-is the question of ownership; I think the Operations Evaluation Department (OED) poverty reduction strategy paper (PRSP) study mentions it as well. It seems to be something that people find has not yet reached the level that they would like from this process.
