ABSTRACT

Both the office and the role of the Director of the Office of Science and Technology Policy are formally established by statute. According to Public Law 94-282: "The primary function of the Director is to provide, within the Executive Office of the President, advice on the scientific, engineering, and technological aspects of issues that require attention at the highest levels of government". This is the principal purpose and charge of the Science Advisor. To function effectively, the Science Advisor must have access to a wide range of information and consultation with industrial, academic, and governmental sources, both domestic and foreign. Obviously, a wide range of sources and viewpoints provides the President useful alternatives in matters of policy formulation. Advisory groups have been established to give periodic consultation to the Office of Science and Technology Policy and to act as a collection network for a broader spectrum of viewpoints.
