ABSTRACT

Frank, you are outstandingly well qualified to advise on why every President of the US needs independent advice on science and technology issues and on how best to assure him of advice that he will seek and consider. You were Science Advisor to President Carter, you were a member of PSAC under President Kennedy, and you have been a member of the National Science Board. You have been a member of the National Academy of Sciences for many years and are serving a second six year term as its President. You know academia from professorships at Columbia, CalTech, and MIT. You have been closely involved with industry. And you have served on many official missions to the Soviet Union, to the People's Republic of China, to Japan, and to the NATO countries.
