ABSTRACT
Why do we continue to find it so difficult to build into our governmental processes a reliable capability for supplying the President timely, relevant, and politically useful counsel on the scientific and technological aspects of issues that come before him? I believe that the answer to the first question is reasonably clear, while the answer to the latter is anything but. For the sake of brevity, I will sketch the reasons for both in outline form.
