ABSTRACT

This chapter describes the various changes to publicly managed pension systems introduced in response to the concerns. It summarizes demographic and labor market trends which have been of concern to policy-makers and discusses pension system responses to these trends since 1996. The provides a snapshot of pension system reforms addressing the growth in retired populations during the three years 1996-1998, a relatively short period of time in which to consider pension reforms. The impact of the growth in retired populations on pension systems has been a major concern for policy-makers and researchers in many countries. In the Asia and the Pacific region, where many existing pension systems have only covered public sector employees or urban employees, a key issue for reform has been to expand coverage of the pension systems. Many countries have responded to the challenges associated with the growth in retired populations by introducing changes to their pension systems.
