ABSTRACT

The quest for equal participation in all competitive sports seems to the author a distraction from a far more compelling, but related, struggle; namely, that while people have absolutely evolved in their expectation that sports will be available for both boys and girls, people have continued to accept as routine a system of education that regularly fails to provide equal opportunities for certain groups of their children. In an admirable attempt to accelerate the practice of people's new and improved beliefs, they pass laws that are meant to express the ideal condition for which they want to strive. Such legislative efforts are noble and necessary; they have been oft repeated in this nation, most often to people's credit as a society. While the enforcement of the law is meant to reiterate its broader mission, there is plenty of opportunity for mischief.
