ABSTRACT

This chapter considers the content of a policy paper on contracting. There is nothing compulsory about the elements suggested; they are simply suggestions on which the authors of the national policy on contracting may draw in order to draft the document, which must mirror national cultural sensitivity. The national policy paper on contracting will be an “official” document. The national policy paper on contracting must set forth the reasons why decision-makers have decided to draw up a national policy on contracting. When a national policy on contracting has been drawn up in the country; provision must have been made in the policy for the means of monitoring the policy. A committee will no doubt have been established to draw up the national policy on contracting. The national policy on contracting may stipulate that management by delegation may be used to manage public health facilities but not for the administrative functions of health districts or regions.
