ABSTRACT
What have been the effects of these developments on democracy and its institutions on science, on economic and political life, on intellectual life? For example, scientists, however they work, require a knowledge of what advances are made throughout the whole world; there is no point in looking for what already has been found out. Where such communication is blocked for economic or political purposes science is the loser. Communication advances have thus made possible a world community of science.
