ABSTRACT

Irving Louis Horowitz makes his mark on progress through his influence on the thoughts and attendant actions of those who by design or good fortune come to be his apprentices, be they other scholars, development practitioners engaged policy and program work, students in the classroom, or anyone else that shares with him the conviction that the purpose of understanding the conditions of the present is to try to make the future a trifle better (Horowitz, 1992). He instructs all of us in fundamentals.
