ABSTRACT

Let me begin with a story. Before the tunnel was built between England and France there was a tender offer, and under the rules of the British government it was required that the lowest bid be considered first. And among all the bids that came in for building this massive engineering feat to link Britain with the continent, costing in the billions of pounds, there was one that came in at 10,000 British pounds. And it came from a previously unknown construction firm named Goldberg and Shapiro. The British government was puzzled at having never heard of this firm, but it was obligated under law to go and meet with the principals, and they did.
