ABSTRACT

This chapter presents the consequent dilemmas of protection as they appeared to the Belgian battalion in Kigali, which by virtue of its location and strength in UN Assistance Mission in Rwanda (UNAMIR). While presumably reflecting institutional biases, it remains a valuable primary source for an analysis of the peacekeepers' dilemmas during the first days of crisis in Kigali. The main reason for KIBATs dispersion was lack of central accommodation and the need for quick deployment. As long as UNAMIR was engaged in classic peacekeeping, the decentralized cantonment was hardly more than a nuisance, and perhaps a blessing in disguise by making the blue berets more visible.
