ABSTRACT

This chapter examines the Rwanda Patriotic Army's (RPA) preparation for the Rwanda invasion following Museveni's victory in Uganda. It discusses the factors that influenced the timing of the 1990 invasion and Ugandans' response to that invasion. In late 1989, a group of RPA refugee warriors carried out an abortive armed invasion of Rwanda. After its defeat by the Rwandan army, the RPA hastily returned to its military base inside Uganda. On 1 October 1990, an estimated 10,000 well-armed refugee warriors of the RPA, led by Major General Rwigyema, carried out another invasion of Rwanda. The overwhelming majority of the invaders were, at least until the invasion, active members of Lieutenant General Museveni's National Resistance Army in Uganda. The invasion provoked a protracted civil war in Rwanda. The incident raised questions about the involvement of Uganda in the invasion. According to the Habyarimana regime, the invasion was carried out by Uganda.
