ABSTRACT
The dry spell for energy policy continues with little sign of return to the days when oil prices rose monthly and energy experts found government grants and invitations to TV talk shows equally easy to arrange. Whether measured in dollars spent for civilian research by the U.S. Department of Energy or in attention paid to the subject by the media and environmental and consumer organizations, the energy crisis has faded.
