ABSTRACT

Chinese scholarly exchange is largely administered by the Foreign Affairs Office of the Ministry of Education in Beijing, which processes most exchanges involving staff or students of higher learning institutions. The other central bodies of major importance in administering academic exchange are the Chinese Academies of Sciences and Social Sciences, which make their own arrangements for scholars and research students of their institutes on the basis of agreements with parallel scholarly bodies in western countries. French scholarly policies towards China thus are characterised by concerted efforts to make favourable provision for Chinese scholars and students in France and a centralised administration of much of the exchange movement, which is somewhat similar to the German scene. The Federal Republic of Germany has taken an active and energetic role in encouraging German-Chinese scholarly relations, and this is reflected in the fact that it hosts the second largest contingent of Chinese scholars and students in the western world.
