ABSTRACT
XYZ Courts, located on Fagel Street, is a family setting of 250 units. The area consists of a playground that borders Grand Avenue with Fagel Street on the right and Ben Franklin Street on the left, with train tracks on the opposite end of the property. The tenants and visitors are the most critical assets. Mostly families live at this complex. The main problem is drug dealers—this is the worst of all the complexes we have ever, ever visited—and the second problem is deterioration and disorder.
