ABSTRACT

When the government of President Juan Manuel Santos (2010–2018) decided to attempt a new peace negotiation with the Fuerzas Armadas Revolucionarias de Colombia—Ejercito del Pueblo (FARC—EP) guerrillas, it was aware that such a course of action entailed high risks. Thus, President Santos formed a commission headed by his own brother, Santos Enrique, in order to secretly meet with FARC—EP delegates and explore the actual possibility of reaching a peaceful solution. The peace negotiations between the government of Santos and the FARC—EP officially started in late 2012 and ended with the signing of a peace accord on 26 September 2016. The FARC—EP, as well as the other actors involved in the Colombian war, has committed plenty of hideous crimes throughout fifty years of confrontations. Fighters of the Colombian conflict are responsible for numerous homicides, kidnappings, bombings, rapes, and the forced displacement of communities among other violations.
