ABSTRACT

In 2014 implementation of the Twelve-Year Basic Education Policy (TYBEP) resulted in a major shift in upper secondary education in Taiwan. The TYBEP aims to ensure that all citizens have opportunities to enter upper secondary schools. Two key issues are worth considering in relation to TYBEP implementation: the proportion of academic to vocational school students and the ratio of public to private schools. Toward this end, this study investigates the historical expansion of Taiwan’s upper secondary schools and clarifies the backgrounds and major developmental factors of the two identified structural issues through literature review and field survey.
